iconRegional Business Environment Committee (CREA) of Béni Mellal-Khénifra

The CREA of Béni Mellal-Khénifra, established by Decree No. 2-10-259 of December 2, 2010, is the regional branch of the National Committee for the Business Environment (CNEA). Presided over by the Head of Government, the CNEA aims to invigorate the business environment through targeted reforms. Under the presidency of the Wali of the Region, CREA BMK focuses on optimizing investment conditions and business creation at the regional level, in close collaboration with both public and private stakeholders.

The National Action Plan for Improving the Business Environment 2023-2025, presented at the national conference on March 15, 2023, in Rabat, outlines the strategic roadmap for the region. Aligned with the High Royal Guidelines and the New Development Model, this plan aims to stimulate investment and entrepreneurship through three essential pillars: facilitating the act of investing and starting a business, improving national competitiveness, and promoting innovation and entrepreneurship. A cross-cutting pillar focused on ethics and corruption prevention complements this approach.

Under this roadmap, CREA BMK is committed to enhancing the legal and administrative framework, boosting regional competitiveness by mobilizing funding and facilitating access to renewable energy, and promoting innovation and entrepreneurship. This approach aims to make the region a preferred destination for investment by leveraging structural reforms and national strategies to encourage a dynamic, sustainable, and inclusive investment environment.

iconStrategic Roadmap 2023-2026

The Regional Committee for the Business Environment (CREA) of Béni Mellal-Khénifra, as the regional extension of the National Committee for the Business Environment (CNEA), has developed an ambitious roadmap for the 2023-2026 period. This roadmap aligns with the Royal High Guidelines and the recommendations of the New Development Model, aiming to enhance the business environment at the regional level.

The first pillar of this regional strategy focuses on optimizing structural conditions for investors and entrepreneurs by strengthening the legal framework for business, digitalizing and simplifying administrative procedures, and establishing an efficient system for coordination and monitoring. The second pillar is dedicated to boosting regional competitiveness by mobilizing funding to invigorate the economy, facilitating access to renewable energy, improving land access, and optimizing logistical infrastructure.

The third pillar emphasizes creating an environment conducive to innovation and entrepreneurship by supporting SMEs and startups, promoting research and development activities, and enhancing training and human capital performance. Finally, the fourth transversal pillar is devoted to improving ethics, integrity, and preventing corruption to ensure a transparent and reliable business framework. The implementation of this roadmap is overseen by the CNEA, with rigorous monitoring mechanisms in place to ensure effective application of the proposed measures.
